If you are using VB6, there is a control to build your own toolbar.  Select it from:

Projects
     Components
          Microsoft Windows Common Controls 6.0 (sp4)

There is a lot of help and code samples for this control as part of VB and also on the Microsoft web site that will provide you with much more than I could possibly include here.
