windows xp/ ie/ renaming inetcpl file

so back in the good old days of windows 98 we were able to rename the inetcpl file in the system folder with the end result of disabling the internet options dialogue box in the tools menu of internet explorer.  with xp, i understand there is enhanced security which makes renaming files within the system folder kind of tough.  any easy answers to this one.  i work in a school and need to get those internet options boxes disabled soon....

You can do this if you have XP pro - it's not available
in the HOME version.
Enter GPEDIT.MSC from the RUN box.
Expand User Config/Administrative templates/Windows components/Internet Explorer/Internet control panel
and then you can disable the tabs.
There might be a policy that disables it all in one,
but I couldn't find it.
