Windows 98 SE Active Desktop does not appear when right click desktop

Help. I have a windows 98 SE operating system. When I right click the desktop I can't find the active desktop tab. I go on display properties their is no Web tab there either. The only way I can get animation on my desktop (which is what I want to do) is right click the animation on the internet, click set as destop item and synchronize it. It asks me if I want to enable active desktop, I click yes, it automatically enables it, then the animations appear but there are no icons on the desktop. I refresh the screen. The animations dissappear and the icons are back but I'm back to square one. How can I fix this? Thanks

  To enable active desktop, right click on an empty area of the Desktop. Select Properties > Web. Check the box next to "Show Web Content on My Active Desktop". Click Apply.
