Removing Cyber Patrol!! HELP!!!

Here is my dilema. I am working on one of my client's machine, apparently they deleted CYBER PATROL off the computer. Apparently this corrupted some ini files associated with the deleting. Now they cannot seem to connect the internet. She spoke to gateway (her computer) and they stated they needed to call CYBER PATROL at 9.95 per call. hahah. Soo I am just wondering if you fellas ever removed CYBER PATROL manually.
Things I have done so far. It is a windows 98 machine, I went into MSCONFIG and remove the two cyber patrol things at startup. Apparently when it reboots and comes back it adds two more entries back in. This is a repeated process now i have like 8 entries in there in reference to cyber patrol on startup. I also used the GATEWAY reinstallation disk that came wtih the system and re-install cyber patrol. But it still detects that the software has been tampered with. This is the message I get : "Cyber Patrol has detected tampering with the initialization files. Contact Technical Support." I can't connect to the internet anymore because of this software. Has any one had experience removing this software manually?? My last resort would be to reload the O/S.. but I don't want to do that because of some cheap crappy software.
