not authorized to view page with owa

When I try to go to my owa I get this message. I already set directory browsing in Exchange, still doesn't work. It used to work, not sure what happened.

You might not have permission to view this directory or page using the credentials you supplied.

1. Started IIS ?

2. Public / Exchange / Exadmin is starting in Default Web Site of IIS ? (if true, restart IIS again & press Refresh)

3. Did you type as "http://192.168.0.1/exchange/username for OWA?

Which Exchange flavor? 5.5 or E2k?
5.5 needs users to 'Log on locally' granted
