Epson Scanner does not work anymore

Epson Perfection 1650 scanner WAS working, now isnt. (of course i dont recall what i was doing at the time it stopped working:)

It says, "Unable to scan because scanner is in use by another application or cannot talk to scanner..." Yes, the scanner is powered up.

I have uninstalled and reinstalled several times, same error message (I made sure the USB port was disconnected when I installed the TWAIN driver and I made sure all Windows programs were closed.)

I dont see any exclamation marks under Device Manager for my USB ports. I cannot explicitly install the Scanner using Add Hardware Wizard or under the Scanners icon in Control Panel because the install disk does not have an .inf file that my system recognizes  (This frequently happens to me when trying to install devices myself if I'm having problems with the self install).

I downloaded the latest drivers for the scanner from the Epson website, same error. How can I figure out and fix what "application " is using my scanner??? Why does Windows think this is happening??

Go to Control Panel, Scanners and Cameras (assuming it's there) and delete the Epson 1650.  Restart your computer with the scanner disconnected, reinstall the Epson software, and then plug in the scanner.  As you probably know, Epson hardware NEVER works with the Windows "Add Hardware" routine.
