Create a texture and draw it onto the screen using a quad, and most likely an orthogonal projection matrix. Sorry, don't know exactly what you are trying to say...

I never used DirectX. I use OpenGL and I know that I have found a very incredible reference online with wonderful examples: http://www.gametutorials.com
Specifically at http://www.gametutorials.com/Tutorials/opengl/OpenGL_Pg2.htm they have an example called "Masking" which shows you how to use Ortho mode (it is actually pretty simple after you got the grasp of it).
Hope it helps to get the idea

Since you asked specifically about DirectX you may want to check out the tutorials at http://www.gamedev.net/ -- they have a wide variety of stuff ranging from beginner to intermediate level.
