Have the administrator set up either POP3 or IMAP access -- IMAP would be a much better choice if you will also continue to use the Lotus Notes client.

Otherwise, there really isn't any way.  Outlook Express only understands POP3, IMAP, and a proprietary Hotmail interface for retrieving mail.

The full Outlook client (not Outlook Express) has additional options that don't all necessarily require an administrator to set up.  You can set up a Notes profile, which modifies your Notes mail file so that Outlook can read it.  This requires absolutely no administrator intervention.  Then there's iNotes Access for Microsoft Outlook, and the Microsoft Outlook Connector for Lotus Notes.  These two similar solutions will require help from your administrator.

I would guess that unless you are real tight with the administrator, and it is a small IT operation, you aren;t going to get much cooperation.  So, I would go with Outlook using the Lotus Notes profile method.
