I started using Delphi at v4, so I dont know what the differences are in v3, but if it were me I would basically just load up the project in Delphi6 and watch for error messages about missing properties / components.  Once those errors were all sorted out, I would hit compile and fix any errors that may come up there as well.

I dont know for sure, but I would bet the biggest hurdle will be finding newer versions of any .DCU only components you may be using.  If you have the source for everything it shouldnt be too bad of a conversion.
