Internet Explorer Monitoring...

I need to track every time a website is opened in Internet Explorer, i don't want to do this through URL cache or History but at the moment the activity is taking place. For example : Typing a URL in the adressbar or opening the site by clicking a link on a specific page.

This application will be sitting on my clients computer and waiting for the events, if the client enters site i don't want them to enter i will give them a message....
