apparently, you've an index.html page (default "under construction"), and perhaps a index.php one
this is a bad idea. Make the one the other, or vice-versa ;-)

?
1) "purchased an account" ? Where ? By an ISP ? IAP ? why not a free one ?
2) if you mean "how to install a PHP-powered site in the internet account I just received", then :
-get FTP access codes (or login via the Web :/ )
-upload a phpinfo.php page (<? phpinfo(); ?>)
-execute
-check if modules (gd, pdf, mod_rewrite) and settings (short-tags allowed yes/no, mail() working yes/no, exec() or system() or passthru() working yes/no, register_globals=On/Off, safe_mode, upload_max_size, upload allowed yes/no, etc) are compatible with the code/scripts you just developed on your local machine
-upload your site (creating subdirectories via FTP or the web interface, and beware of permissions)
-fix minor problems
-open to world access by registering the site
