Killing TCP connections\Sockets??

Hello --
I am using 'netstat -tu' to gather information about the current http(s) connections to our server... recently we've been having a problem with numerous CLOSE_WAIT's and LAST_ACK's getting stuck and clogging up available ports\sockets... I plan to write a program to check for this and to automatically close these connections -- I've tried to just kill -9 PID; however, this is only possible with the CLOSE_WAITS and all it does is turn them into an unkillable LAST_ACK... Is there a way to completely close a socket\port with perl so that it can be used for a legitimate connection? I'm very very inexperieced with sockets in perl, so please be explicit.  Thank you!!
