Administrator viewing history of another user

Is this possible, if so, what is the procedure, I had a friend ask me and it is a stumper for me.

For example you are using winXP/Win2K, Go to C:\Documents and Settings\%Username%\Local Settings\History

replace %Username% with the user you want

But what if they wiped the history already, is there a place where the IE history is stored.  I have a feeling that this person thinks their spouse is up to no good.
The history folder will only provide you with links to sites they visit on the web. If the folder is cleaned out there is no way to retrieve that, but you can try to see if the cookies are still there(Cookies folder in same place) and get a general idea of the sites they visit on the web, again IF they have not been deleted. And then there's the temporary internet files folder(same rule applies)
If you really want to find the history back, you have to use data recovery tools to get the file back first.
