Oracle to Sybase Connection Login Issue

I'm troubleshooting an Oracle to Sybase connection problem and need help with configuring the connection.  I set up the oracle db to use generic connectivity.  I used the same names straight out of the examples that I had.  Everything seems to be working fine but below is the error msg I recieved after doing a test connect through SQL*Plus:

ERROR at line 1:
ORA-28500: connection from ORACLE to a non-Oracle system returned this message:
[Generic Connectivity Using ODBC][SYBASE][ODBC Sybase driver][Sybase]Login
(SQL State: 08001; SQL Code: 4002)
ORA-02063: preceding 3 lines from ACCESS1

The driver used is the Sybase ASE ODBC driver.  I created and initalization string that included the password and tested the connection through the ODBC Manager and the test connection worked fine but when I run the Sql*Plus connect line (select * from custorderstatuscode@access1;) I am still getting the same error msg as before.  

At this point I am open to ideas.  What should I be troubleshooting?
