Prevent Outlook 2002 from using IE as a browser

Did some searching but couldn't find a duplicate question.  
So, we restrict our interns from using Internet Explorer to surf the web all day.  We restricted access to the C:\program files\Internet Explorer folder so members of our interns group can't access the files in there.  Hey, it works.  However, one intern is using Outlook 2002's internal browsing feature to bypass our restriction.  We give it less than a week before the others figure it out.  We're running IE 5.5 sp2 on Windows 2000 sp3.  Does anyone have any suggestions for restricting access based on who is logged into the computer?

Fire that intern and implement policy that says interns are not allowed access to Internet Explorer.  You shouldn't put too much effort into thwarting the use of prohibited programs since someone will always be trying to thwart your efforts, put your energy into an iron-clad user policy and stick to it.

my sentiments exactly, but I'm not their supervisor.  Besides, I don't think their supervisor wants to fire the president of the company's son.  So I've been asked to figure something out.
I would sit down with the President and tell him that his son is making a monkey out of him and the rest of the company by "thumbing his nose" at company policy.  He should be subject to the same rules as the mail guy, the CIO, or the CEO.

You'll never manage to stop the use of something else as a browser.
If they want to bypass you, all they need to do is click start, then run, then enter a webpage address.
The easiest means of stopping this is to block port 80 (or whatever port you use for http) on their system.

Totally agree with bartender...depending on your router's interface you should be able to selectively restrict users (by their IP address) from using port 80 (the usual port for http). What the heck...uninstall IE from the interns machines...if they don't have a browser, they certainly can't use it!  If they do need access to the Internet on occasion to do their jobs, set up a stand alone machine and have them each take turns using it only as necessary.
