MSC files won't open
Hi,
I was ummm.... playing around with permissions and administrative shares on my work pc (XP Pro) and now I can't open .msc files. When I try to run them (services.msc, compmgmt.msc, iis.msc, etc.), I get a message stating that the file cannot be opened and do I want to choose the program or do I want XP to search on the web for the program. I checked in the Folder Options and .msc files are still associated with Microsoft Common Console documents. I am able to access mmc and am able to add snap-ins but have to create a new console everytime because the it saves as a msc file (doh!) Does anybody out there know how I can fix this?

If I were you I would...
1. Make sure your userid is a member of the Administrators Group.
2. Go into the security settings for C:\. Give "Full Control" to the "Administrators Group" and "System Account" and apply that to all the directories below.
Then try again.

Thanks for the help. My associations showed msc files linked to microsoft common console documents but wasn't working. So I changed the association to mmc.exe and now it works like normal. Not quite sure how I managed to change that one! :)
I had this same problem with all .msc files. Didn't work logged in as admin. Didn't matter if I changed the file associations. Could open the snap-in manually from within MMC.exe, just couldn't use any of the built-in shortcuts, like ControlPanel:AdminTools:se rvices etc. Here is the resolution I found on MS Technet. Worked like a charm.
And as a side note, making blanket drive level application of any permissions using the built-in nt/2k/xp permissions tools is almost always a bad idea.
RESOLUTION
To resolve this issue, reregister the Msxml3.dll file. To do this, follow these steps:
Click Start, click Run, type CMD in the Open box, and then click OK.
Type the following command at the command prompt, where C:\Windows is the folder that Windows is installed in, and then press ENTER:
regsvr32 C:\Windows\system32\msxml3 .dll
When the command completes successfully, you receive the following message:
DllRegisterServer in C:\Windows\system32\msxml3 .dll succeeded
And as a side note, making blanket drive level application of any permissions using the built-in nt/2k/xp permissions tools is almost always a bad idea.

I tried a few things according to tips I read here and elsewhere. I could open a console by running mmc.exe at the command prompt but I couldn't run any of my normal .msc's. I saw the tip on reregistering MSXML3.dll and that worked. Thanks!
Man Oh Man!! I tried everything possible when I had this same issue. Nothing seemed to work. However, this article was of great help because registering MSXML3.DLL worked in the first try!!!!

I have XP Pro. First, I tried the msxml3 solution - I had to download msxml3.dll because it didn't exist. Then, I ran
the register command as describe above. Now, I get an error:

When you say you downloaded msxml3.dll, was it a single file that you downloaded? There should be one or more related files (I can't remember how many) that work with this one. For example, there should be a msxml3r.dll as well. You should be downloading and running the entire installer from Microsoft and, hopefully, this initialization error will go away.

MMC cannot open the file c:\windows\system32\commgm
This may be because the file does not exist, is not an MMC console, or was created by a later version of MMC. This may also be because you do not have sufficient access rights to the file.
