Outlook Send/Receive Error: 0x800CCC97 POP3_POPID_OUT_OF_RANGE

I've got a client who switched to me as their host.  His last host had the identical mail server name.  We know that the problem is AT HIS PC.  However, we've flushed the DNS cache, deleted the account locally and reloaded... done everything but reinstall outlook.  Still get this error.

500 points to resolve this.

I think the problem is that he did not change his User ID/Password information on his end

Probably you already found this link but it is the only one I could find which has description also a solution.
Have you tried changing account?

Resolution : have them use hotmail to delete the message and have whoever sent the message

Interesting error and interesting suggestion. It sounds mail item ID (which is Unique and very long id) is not how OE required.

I hope real solution comes soon.

We have locally deleted the account, shut the app down, rebooted and added the account back.
We have deleted the account on the mail server and set up a new account with a different login.
We have reset the mail server and set up a new mail server for him (same address, though).

The common denominator on ALL of this, is the POP3 name (mail.nameofsite.com).  We have changed EVERYTHING else.  He has other email accounts locally that he has no problems with.  It's almost as if some registry key is set for that mail server POP3 name... and doing all of the things we're talking about does nothing to change that registry key.

It's a stumper!
Just speculating, but perhaps the registry contains the server address for the old host. Not surprisingly, your client gets an error when going there. See http://www.mvps.org/vbnet/index.html?code/reg/regaccounts.htm for a means of looking at the information in the registry for POP3 accounts.
I thought that was going to be the one!  No go, though.  We deleted the account and ensured the key was wiped out (it was).  Grrrrr Microsoft!
Have you had the user set up a new blank PST? There might be a message on his Outlook side with an invalid ID. I believe that Outlook uses this mechanism to compare the messages that the POP3 server has against thise already downloaded to decide which have already been downloaded, and can therefore be skipped.

If you want to try this, lookup the best way to start a blank PST so that the messages from the old PST can be merged in.
