Export/Import public synonyms

Does anybody know if it's possible to export 'public' synonyms in Oracle  I am exporting a schema who's tables have public synonyms.  I will then be importing the export dmp file to another server but don't want to recreate the public synonyms manually.  The problem is the export is not picking up the public synonyms, only the private ones.   Any ideas?

What is the syntax you are using to EXPORT and IMPORT

Exp sys/manager file=xxx log=xxxx compress=n owner=xxx consistent=y

Imp sys/manager file=xxx log=xxx fromuser=xxx touser=xxx ignore=n commit=y

If you specify OWNER then the export is done in user mode and will not export the public synonyms.  You would need to specify FULL=Y as an export parameter for the public synonyms to be exported.
