DDR Throughput not what is expected

I have a PCChips P4 motherboard with the SiS 645 chipset and a 1.4GHz P4 processor.  I have a single 512 MB DDR 2100 module made by PNY.  My memory bandwidth throughput is around 500MB/sec. according to Sandra tests.

I have tried lowering the CAS and increasing the "Timing" from normal to fast to ultra to turbo, by setting in bios which appears to affect the test a bit, but not that much.

Why is this so slow?  shouldn't it be more like 1500 MB/sec. minimum?
