VB Cheap version

I am looking to purchase a version of VB either version 6 or .net.  Currently I write programs in access, so Im looking to port some of those apps over to VB eventually.  Quite frankly Im confused on the versions of the product.  I know that the learning edition doesnt have what I want, but at the same time I didnt want to blow a bunch of money on the whole visual studio think.  Can you not purchase VB6 (probably used only) or VB.Net on its own, yet have a full version that doesnt limit development.  Of course the Apps Im creating are not that big and may not require an enterprise edition, but I would like something more powerful than access.

Any thoughts on what to buy new or used.  Seems to be that VB used to be sold as a full blown standalone.
