Video capture card viewer.

I have a strange problem from a customer. He has a video surveillance system with one camera.  Because of space issues, he decided to install a video capture card in his pc so he can review tapes, and watch the video feed.  He has a pentium II 350, with 128 mb ram, and a tft monitor.  He is running Windows 2000.  Video capture works fine, we have an image.

He has two issues.

The picture on the screen is quite small (quarter/third of screen), any suggestions on a shareware/freeware program for viewing an image full screen, or almost full screen? We have tried two differant programs, similar results.

The resultion is quite low.  The image is 388x320.  His monitor is running at 1024, but we have tried 800 and 640.  The first card we tried was an ati rage video, with a pinnacle pctv card.  We then tried an ATI All in Wonder card (with built in video capture). same results.  I'm hoping the problem is software related, as I do not want to keep buying differant cards, and I am hesitant to purchase another card with the same results.
