Even so if you are on lan you probably recieve your IP via DHCP which means you can't change it then either.  Even if you could at some point the DHCP server would issue your number to someone else which would knock your machine off the network.  If you want a static IP you have to request it either from your ISP or your Lan administrator.  If you want you can go to a dos screen and type in IPconfig to see what your current ip address is and then go into your tcpip  properties in my network and try using the first three numbers with a randomly chosen third number between 1 and 254 until you hit one that works.  Of course if it doesn't work you will be off the network until you find one that will.
