Is my only option to format my hard drive?

I don't know what to say about my problem.  I don't know what it is!

About a month ago I was using a Farallon 10/100 Netline PCI Ethernet card and everything was going smoothly.  Well I started updating files on my computer and one of them was the driver for this and when I restarted, my card couldn't connect.  Since then I have spent weeks trying to fix this.  I've been on the phone with my router company, my cable company, my ethernet card company.  It even got to the point where I bought a new Microsoft 10/100 PCI ethernet card (which did absolutely nothing).

I've made 2 other posts about this subject but so far haven't gotten a fix that works.  Those topics are several pages back and noone looks at them anymore so I'm writing this one.  If you can answer this I'll let you have the points on the other 2 posts too.

Well here are some of the specifications for my computer:

Windows 98
13 GB Aptiva IBM PC
400 mhz
128 mb RAM
Rage Pro Turbo AGP

I'm not sure if you need any other specifications.

Anyway, I've tried numerous times to solve this.  Some steps I have taken:

-Freed up IRQs so that Farallon Netline 10/100 PCI card was alone
-Removed the card and reinstalled
-Removed firewall and anti-virus software
-Reset the router's settings
-Released and Renewed in winipcfg
-Manually put in DNS information
-Updated the drivers
-Deleted the netrts5.inf and rtl8139.sys files and resinstalled
-Moved the card from one port to another

My winipcfg config before I bought the microsoft card (which didn't change much):

Everything seems fine.  The network card reports no errors, I can run PING and ping such places as the yahoo IP address (not yahoo.com though) and 192.168.1, 192.168.1.100, 127.0.0.1,
and as far as I can tell everything else looks like it should work...
unfortunetly it doesn't.

One thing that caught my interest was that when I ran RSET8139.exe (program that came with the farallon update drivers that tests your network card out) and went
to run tests, the test of network on the board came up with errors.  It said

I connected at 1400 mbps at 100 full and the I/O test passed everytime, but
the Loopback test failed each time.  I have no clue why!  I tested this out
some more with every setting changed and it still made no difference.

I'm really pressed for ideas.  I have no clue why my internet suddenly
stopped working when I ran SETUP98.exe (the file that updates my driver that I downloaded from the Farallon site).

Another thing I noticed is that in MSINFO32 under network, I find my card and it says with both the Farallon and the Microsoft cards that NETRTS5: Driver not installed.  This confuses me because I know that my cards are dependant on this and I DO know that the netrts5.ini files are on my computer and I updated the drivers by choosing those.

Every technical support rep said the same generic fixing solutions that I've tried hundreds of times before.  In the end, they couldn't help.

I feel the only way left to fix this is to format my hard drive (and lose gigs worth of unreplacable data) which I DON'T want to do.  Can somebody please help me before I am forced to take such radical procedures.
