Websites will not display on Windows 2000

I have a Windows 2000 machine that will NOT display web URLs.  This is true for IE, Netscape and Opera, so it's NOT a browser problem.  The machine's networking is OK, nslookup and ping produce expected results.  netstat indicates that connections to web sites exist.  IE acts like it is trying to get a connection but no content ever appears.

What can I do?
