Folder access limitation

Hi Experts,
 I am trying to writing a program which will run at setup and deny users access to folders such as the drives and so on. Can I be help in the following areas:
 The first is to hide the drives so that the user cannot see them when the open the MY COMPUTER icon. If this is not possible then maybe can someone help me out with the right codes to make the my computer icon on the desktop disappear.
 The second is to prevent the user from accessing the drives using internet explorer or any browser for that matter. You see when you type "C:\" in the address bar, it will open the C drive for folder list.

I am thinking that maybe there are some apis which can disable access to the drives such that it cannot be accessed.

Any contributions or idea on this will be happily accepted. Thank you.
