I installed an intellgent ups on my server.  There is an option under the power options in control panel too run a program per task schedular when the battery is low.  I would like a small program that emails me.  Can a batch file do this?

You can use blat for that. The command could look something like
blat.exe "YourEmailTextFile" -server some.smtp.server -u SomeUserName -pw SomePassword -f ups@your.domain.com -t your@target.email.com -s "UPS Alarm: Battery low!"
Blat - A Win32 Command Line SMTP Mailer
