1 Solution
Possible Causes:-
1. Mismatch in the clock speed of your telephone company equipment and the ISP's equipment.
2. Noisy power supply from the UPS , if you are  using UPS.
3. Extra Telephone Instruments connected parallel to the modem.
4. Noisy Telephone Line.
1. Connecting the modem in lower speeds (By adding extra setting +MS=V34 or +MS=11)
2. If excess telephone wire is bundled, remove it.
3.If too many joints are in the telephone connection, plead for a replacement.

But what about the tool I'm asking about?
Many good modems (proper hardware modems) can tell you the coonnection speed, and also you often have diagnostic properties in the connection programs of your O/S that can tell you the speed. No special tool should be needed.

If you experience substandard speeds for your connections, you probably have a bad line and you need to talk to your telephone company, after reading advice given by isaacmanohar.
