WinXP Security problems

i have winxp pro installed in my pc, and my hd was formatted as NTFS.  can anyone tell me why I couldn't configurate the SECURITY?  I didn't see that SECURITY Tab on the drive properties.  Also I have set the password for my account, why anybody on my network can access my shared folder without enter the password?  Thank you very much.
