outlook will not start

I have a user who runs XP Pro and uses Office XP.  We do not have an exchange server - host POP 3 with a hosting provider.  His Outlook will not start - not responding in Task Manager.  I completely uninstalled Office XP and reinstalled it - I removed his .pst file - he is the only Outlook profile on this machine - still have the same thing - does anyone know what might cause this or how I may fix it?

try restoring your windows xp to a previous state and then try running outlook

I figured it out - it was actually an issue with this specific users Windows logon account - saved the .pst file and his data - made a new account - working OK now - but you responded with some useful info nontheless - points are yours  :)
