Can't open Microsoft Outlook 2002

I get a message saying, Cannot open Microsoft Outlook, .pst file is being accessed or being used. please close the applications... however, I don't have another program that accesses the .pst file. What could be the problem? Please help!

Check the properties of the .pst file and make sure the read-only tick box didn't get checked.

If it is , uncheck it.
