Some users on my local network use to download a lot every day, using download accelerators. My network connects to the internet through a cisco 1760. How can I limit their download speed using my cisco router or my dell powerconenct 3024 or any other software.

You may want to try the suggestion here

http://oldlook.experts-exchange.com/Hardware/Routers/Q_20249490.html?query=limit+bandwidth+cisco&searchType=all

I think would work for 17 series

Saimir. You have the answer right there. I would use the access list with traffic shaping like suggested on http://oldlook.experts-exchange.com:8080/Hardware/Routers/Q_20698353.html?query=limit+bandwidth+%3cspan%2520class=

Provide a little bit more info and I could provide a sample config.
