how do I change the backgrund image in windows 2000?

I chose an image as my background image. Thereafter I selected a different one. But on startup and shutdown the first image appears. How do I change it?

Login as Admin and then change the screen. Log off and then that screen will change.

Is there a Group Policy that does not allow Desktop Settings to be saved?  If this is the case, all changes to the settings will revert back when you log off.  It does not disable the ability to change and save the settings for the session.  If you have administrative privileges to Group Policies and AD Users and Computers, check to see if your OU or the Domain have this policy set.
