how to setup iptables

HI
I am in just entery level to linux, i am running redhat 9.0 server edition
i would like to install iptables to grant  internet connection to my users, could some one help me how to cretate iptables pls?
my public ip could be 203.200.31.50 and internal one 10.10.8.0
