Remote PopUp Ad Manager

How can I create a pop up ad manager that will enable me to offer other business owners
the ability to sign up for my service, and have their site broadcast randomly across the
system to every web site that has my pop up ad code on it?

I would suggest setting this up as a pull from the client, not a push from the server.

In your DB store clients and their ads. Then have all clients isnert some JS code on their web pages that requests a page from your server and passes their client ID, something like this:
window.open('http://brandons_server/showAd.cfm?clientID=12345");

on showAd.cfm, select all ads EXCEPT the one of the client that is requesting this page and then randomly choose one:
<cfquery name="qryAds" datasource="myDSN">
SELECT url
FROM tblAds
WHERE clientID != #URL.clientID#
</cfquery>

<cfset randdomize(getTickCount())>
<cfset adnumber=RandRange(1, qryAds.recordCount)>
<cflocation url="#qryAds.url[adnumber]#">

That's the general idea... of course there's a lot to do, make a signup page, maybe even book ads or banner types, etc., etc.
