How to animate a movie clip on stage when another movie clip is dragged over it

I have a large number of dragable movie clips that can be dragged over 3 others on the stage. How do I animate the movie clip on the stage when one of them are dragged over it. Can I do it without resorting to buttons?

I drag things by setting this.startDrag(false) in the onPress event of the movie clip. I tried using an onEnterFrame function on the main timeline but with 25 drag buttons and 3 drop locations, the combination of tests using hitTest is overwhelming.

Any ideas?
