  Can anybody tell me how can to create html help files and which software is best for it. Step By Step

There's a program called Help & Manual (http://www.ec-software.com), you can compile in HLP,CHM,HTML, etc.  if you want to spend money but instead you can do it yourself, that's what I did... Or you can do it in XML...

Try ScribbleHelp , it's easy to use and does HTML plus regular help files.
I have tried 3 help prgs and this is the best so far.
