how do i restart windows without any user having to click 1,000,000 times on a 1,000,000 buttons
that means scilent, not with any1 having to do anything

You have to manage hardware with code to push "Reset" button automatically and all "pending to save" work from end user will be lost.
Sure your customers will be glad to use software made by you.
