Format with < characters

I jus came across a piece of code formatted as:

asd = format(1233,"<<<<")

I know about the < character used for lower case conversion of alphabets. But whats this?

Any ideas?

you are right its for lower case conversion of alphabets the person who wrote the code probably was in a habit of converting using format. its mostly a typo.
