create ftp user acounts in WINDOWS 2000 automatically

I would like to create multiple ftp user accounts in WINDOWS 2000 automatically. Each of these acounts must access a commom directory and an especific one (named with the login of the user).
I want to write a Delphi code that emptys all current accounts, reads a list of pairs username/password and creates one account for each one, giving access to a commom directory and to a directory named with the username.

Are you talking about IIS (Internet Information Server) FTP? If yes which version do you have installed?

I'm using (or at least would like to use) IIS 5.0...but if you consider another tool better than IIS I have no restrictions, I could use any other...the main point is that I have to make the process automatic...

I solved the problem...
I built a FTP Server by myself using IdFtpServer. In this application I made routines that allow me to create and delete user's accounts whenever I want....
