NTBACKUP fails to fully install

I have XP Pro which does not have ntbackup. When trying to install it from xp cd it gets so far and then I get message saying "The Windows installer service cannot update one or more protected windows files". Any help to solve this would be greatly appreciated.

I did what the link suggests by booting up in safe mode but still had the same problem.
