What version of Outlook are you using?
Have you tried Detect and repair from the help menu?

The "not a valid win32 app" used to always indicate that the executable file was bad, but I am not sure what executable file would launch when carrying out the import, so I am thinking too that a reinstall of Outlook might fix that bad file.

Also, generally, the name of the executable is given when you get that error message, but I assume you're giving us the entire message?
