You shouldn't need to export any information from Outlook Express first.

If you open Outlook and go to File > "Import and Export", you should be able to import directly from Outlook Express. You'll need to choose folders for each import to dump to (Contacts for persons, Inbox for Inbox -- most of it is identical to Outlook Express), and then complete the wizard. All contacts and emails should be imported automatically. This is the same wizard that is invoked when Outlook is first installed and Office prompts the user to upgrade to the full Outlook client from Outlook Express.
