Configuring a WIC on a Cisco 1720

How do I configure a WIC on a Cisco 1720 Router for a T1?  It is not a serial WIC it is the RJ45 type.

Depends.
Do you have a full T1, or fractional T1?
Generally, for a full T1, all default settings should be all you need, nothing else to configure. It simply looks like a serial interface to the router. Setup the correct encapsulation on the serial 0 interface and away you go.
If you need to change anything, like for channelised T1:

router(config)#interface ser 0
router(config-if)# service-module T1 <command>

It is a fractional T1 and the WIC has an RJ45 connection.

I need to clarify part of my situation here...I am trying to configure this for an ATM line.

If it is fractional T1, what are your channel assignments?
Example - 128K Fractional T1, using channels 1-2

router(config-if)# service-module T1 timeslots 1-2
router(config-if)#^Z
router#

done.
Example - 128K Fractional T1, using channels 23-24

router(config-if)# service-module T1 timeslots 23-24
router(config-if)#^Z
router#
done.

Example - 512k Frac T1, using channels 1-8
router(config-if)# service-module T1 timeslots 1-8
router(config-if)#^Z
router#

done.

Whatever the channel assignements = timeslots. That should be all you need to configure as far as the module itself goes. Use a standard CAT5 patch cable to connect the RJ45 port to the T1 wall jack, then configure the Serial interface with the appropriate encapsulation and ip address..

So, is this a WIC-ADSL, or WIC-1DSU-T1?
You can't do ATM on a T1 WIC.

What type of ATM? Is it DSL, or is it DS1 (T1 with ATM signalling)? OC3?

Please be specific as to exactly which WIC module you have. It will say right on it below the RJ45.
Generally speaking, 1700 will not work with ATM unless it is DSL, and you need the appropriate DSL WIC.. ADSL vs SDSL...
If it is DS1, you might need the IMA network module, but that only works on 2600-3700 series modular routers.

Does it have two Ethernet ports? Generally, you get an Ethernet feed from a cable modem, plug it into one Ethernet port (most often WIC Ethernet module) set to obtain ip address via DHCP, and the other Ethernet port connects to your LAN (the onboard 10/100 FastEthernet 0 port).
If your WIC is WIC-1E, then it is 10BaseT Ethernet...
