Is there any way I can change the length of time the hover text is visible for a table cell

i.e. if I have the following code.......

<table cellpadding="3" cellspacing="1" align="center" border="1">
    <tr>
        <td title="Title Text" align="center">Text</td>
    </tr>
</table>

can I get the "Title Text" to stay visible for a longer amount of time ???
