Error registering COM+ application

hello i am trying to run a .MSI  COM+ application proxy on my machine and i get

'*******************************************************
"Error registering COM+ application. Contact your support personnel for more information"
'*******************************************************

previously i have installed the same package without problems.

I have checked in add/Remove programs and the old proxy is not installed.

I even renamed the new proxy but still got the same error message.

any ideas?
