I also believe that Apache is the proper solution, but sambar is incredilbly easy to setup:

    http://www.sambar.com/

I have installed it on Win32 boxes before and it requires virtually no modifications beyond the initial setup.

Why not Apache?

What Operating system do you want to run it on?  What languages do you want to write the CGI programs in?

If you want a Windows/Perl/CGI environment, I'd recommend IndigoPerl.  Simple to install and is ready to run CGI program straight away without any additional configuration.

See http://www.indigostar.com/indigoperl.htm
