This key changes the color of the wallpaper:

HKEY_USERS\.DEFAULT\Control Panel\Colors
Background = 0 78 152

NOTE:
Background = R G B

Where R = 0 to 255
            G = 0 to 255
            B = 0 to 255

If you want to put a picture in the background:

HKEY_USERS\.DEFAULT\Control Panel\Desktop
OriginalWallPaper  REG_SZ  FileName
WallPaper REG_SZ Filename

It must be a BMP file!

BTW: Both the OriginalWallPaper and WallPaper values need to be the same.

I don't think you'll be able to change the startup logo without some type of software..so really your question will be difficult to answer. If you change your mind take a look at this site. I has several links to different techniques for chaning the startup logo in Windows XP:

Use software like BootXP (startup logo), Logon Manager (logon screen) or play with Resource Hacker + Paint Shop Pro (or other graphic tools with options to load/save image color palette). Boot time logo is in NTOSKRNL.exe and ntkrnlpa.exe, logon screen MAYBE is in LogonUI.dll, but I'm not sure, i've never changed it manually.
