Microsoft Script Debugger not being invoked by VBScript "Stop" statement

Recently I got the Microsoft Script Debugger popping up for me whenever the VBScript "Stop" statement executed, such as this:

Dim a
Dim b

a = 2
b = 3
Stop
Response.Write(CStr(a + b))

Now it mysteriously stopped working—the “Stop” statement is completely ignored. I'm running Internet Explorer 6.0.2800.1106 (the latest version). Here are all of the things I've tried:

(1) Enabled both client- and server-sided debugging through "Start >> Settings >> Control Panel >> Administrative Tools >> Internet Services Manager >> [my web site] >> Default Web Site >> Properties >> "Home Directory" Tab >> "Configuration..." button >> "App Debugging" tab.
(2) Unchecked the "Disable Script Debugging" box in Internet Explorer’s “Tools >> Internet Options >> Advanced” window.
(3) Uninstalled and re-installed the Script Debugger a few times, as it occasionally fails to show up in Internet Explorer’s “View” menu.
(4) Went to Microsoft’s support site, searched with these terms: “Script Debugger VBScript Stop”. Here were their relevant solutions:
  (252895) Set the registry key “JITDebug” to 1 in “HKEY_CURRENT_USER\Software\Microsoft\Windows Script\Settings”. BTW, it was 0.
  (269827) Same solution as (252895)
  (163500) This one confused me, it says “Verify that the registry key at the following points to a VBScript DLL with a version stamp of 3.0.0.1217 or higher: [HKEY_CLASSES_ROOT\CLSID\{B54F3741-5B07-11CF-A4B0-00AA004A55E8}
   InprocServer32]”, but none of those other “CLSID” registry items have path names, so I wouldn’t know where to put a path.

None of those things worked. Any ideas, experts?

I have the same problem probably due to server hardening. MS KB Article # 281427 had additional info on access permissions that was useful.

http://www.it-faq.pl/data/misc1/EN-US/281/427.htm  shows the article to which dmikneus referred, and I assume this helped, therefore will post closing recommendation for our Moderators.

Thank you for returning and finalizing this.  I had difficulty finding the MS article, so thought you might as well.  Once found, posted it so would recommend that a Moderator split points here after the fact, since I assume that dmikneus is still an Active Expert here, but will respond, I'm sure, if that's the case.
