Could some one please tell me on how can i go about building ring tones for Mobiles Phone. A step by step guide is what i am looking for..or any kind of URL...

Are Ringtones mobile phone specific

Just do a google search using the following text:

ringtone editor

Some ringtones will work on a variety of phones, but there are differences (eg. polyphonics etc.)

Basically i want to do following things:

I don't wanta rintone composer but a way to create ringtones using some program and thats not on a mobile phone but on a windows platform . Once a ringtone has been created i will create a site where the user can send SMS and download the ringtone. If i am still not clear you can see this link:

www.rediff.com

there they have feature where one can download the ringtone by sending sms to a number.

I am also interrested to do sumthg like that..

If you want to write your own application to create ringtones, then you need to find the specifications for the formats of the ringtones.  Here is one for RTX:

To allow access to your ringtones via SMS, you'll need to find an SMS aggregator, or a company that allows you direct access to an SMSC.   There are several tools/APIs around that allow you to create code that talks to SMSCs.  Two examples:
