just so happens I have been doing this all week

First you need to make sure you have a COM+ component  or ActiveX object registered on the server running IIS. then in the web page you need to reference it like this

       <%
set phone = createobject("your component reference")    'this is what ever you referenced your COM+ as
     %>
or

as an object like this

         <object runat="server" id="phone" progID="component reference"></object>

Then you can send stuff to it like this

       <%
        call phone.callPhone("0113 123456")
       %>

and you can see where the number goes!!..
